First-Time Homebuyer Programs in Lake Oswego: Grants, Loans, and Local Resources

Lake Oswego's premium market — approaching a $1 million median — means first-time buyers are typically entering at the upper range of what Oregon's assistance programs cover, making knowledge of both state and local resources essential. The luxury segment's 2026 softening also means buyers have more negotiating room than in recent years.

State and Local Programs

Oregon Housing and Community Services is Oregon's primary statewide first-time buyer resource. The Oregon Bond Residential Home Loan Program's Cash Advantage option provides 4 to 5 percent of the first mortgage amount toward down payment and closing costs as a second lien deferred until sale or refinance.

The Portland Housing Center's MAP 80 program provides down payment assistance up to $80,000 for buyers at or below 80 percent of area median income in Clackamas County — where Lake Oswego is located — as a low-interest loan. Washington County's First Home Homeownership Program, administered through partner organizations including Proud Ground, West Tuality Habitat for Humanity, and Portland Housing Center, provides additional down payment assistance for low-to-moderate-income buyers.

DevNW provides down payment assistance of up to $10,000 as a shared-appreciation, interest-free deferred loan for buyers in Clackamas County at or below 100 percent of area median income. For Oregon veterans, DevNW provides $30,000 to $60,000 in DPA for veteran first-time or first-generation buyers in Clackamas County.

Oregon's First Home Savings Account allows tax-advantaged saving specifically for a first home down payment through December 31, 2026 — a useful planning tool for buyers who are still building their savings.

Eligibility Basics

OHCS programs require completion of a homebuyer education course and one-on-one counseling with a participating organization. Income limits at 80 to 100 percent of AMI apply. Lake Oswego's premium prices mean some buyers will be above income limits for the lowest-income programs but within range for OHCS Cash Advantage paired with conventional or FHA financing.

How to Apply

Start with an OHCS-approved lender and contact Portland Housing Center or DevNW to confirm which program's income limits and purchase price caps apply to your specific Lake Oswego situation. Oregon's Measure 50 tax system is a separate carrying-cost consideration buyers should calculate independently.

Working With an Agent

Lake Oswego's softening luxury segment means buyers above $1 million have genuine negotiating leverage in 2026. A local agent can help buyers identify which price tiers and neighborhoods are attainable within program limits.
